Why are San Francisco city streets in such poor condition?

If you are a fellow resident of SF you can probably agree with the following:

  • Compared to most of the country, we have fairly nominal weather, with some rain a few weeks each year, and the occasional shaker.
  • We have tons of roads (regardless of how long it seems to take to get across town) for a city of our size.
  • Most of these roads are in bad shape, with huge potholes.
  • We pay really high local taxes.

Seems like our roads should be in much better condition.  I'm curious as to why it's so bad.
